Decorum, decency, and debate...

Yes this is a real, unedited picture of from a debate last year. His name is Micah Caskey from Lexington County. As a reward for shredding the rules of decorum on the House floor, Leadership decided to make Caskey the new Chairman of the Rules Committee for this current session.

As you can imagine, I had serious concerns about this decision and brought those concerns to the Speaker. Speaker Smith assured me that with Caskey in that position, he could be reigned in should he decide to break into childish antics again. Frankly, I didn’t buy that for a second.

Well, cut to this past Wednesday. I proposed an amendment to H 3431 that I argued would solve it’s unconstiutionality problem (it violates the One Subject Rule in our state constitution). The section that my amendment would’ve removed directed the Dept of Education to create a social media literacy program for 6th-12th grade. My time in the classroom reinforced that it’s the parent’s responsibility to educate on this subject, not the government. Here was Mr. Caskey’s reaction to my amendment (I’ll attach my response below that)

Three different places in the House Rules (remember this guy is the Rules Chair) says members: shall avoid disrespect to the House or the Senate and all personalities, observe decency of speech, and shall confine himself to the question under consideration
